Starting Salary:  $40,000-45,000/year

Forth works to advance electric, smart, and shared transportation in the Pacific Northwest and beyond through industry development; innovative demonstration projects; policy advocacy; and consumer engagement. Cascadia Mobility is a new 501(c)(3) nonprofit organization under formation within Forth. Cascadia Mobility partners with small urban communities in Oregon to plan, launch, and operate equitable shared mobility programs at scale. Cascadia Mobility is the new operator of Eugene’s bike share program, PeaceHealth Rides, and is responsible for all aspects of day to day administration, operations, and marketing.

The Community Outreach Manager will be responsible for all aspects of PeaceHealth Rides marketing plan implementation, including: partnership development, equity programming, group pass sales, event planning, and online / social media oversight.

Cascadia Mobility is a growing, dynamic organization; the successful candidate will be expected to wear many hats, work independently, and play an active role in the organization’s development.


Reporting to the Cascadia Mobility CEO and working closely with the Director of Operations, the Community Outreach Manager develops and leads programs that expand PeaceHealth Rides’ community relationships, and increase pass sales and ridership. The Community Outreach Manager works with external stakeholders, including the City of Eugene, PeaceHealth, University of Oregon, and Lane Transit District to develop programs and partnerships that work to grow awareness and adoption of bike share, improving public health and access throughout the PeaceHealth Rides service area.

  • Assist with development and continuous improvement of the overall sales and marketing strategy for PeaceHealth Rides.

  • Lead implementation of all tactical elements of the marketing plan, including a coordinated strategy for low-income programming.

  • Plan and execute promotions, awareness campaigns, partnerships, and sales programs to grow membership, ridership, and revenue, and increase visibility of the bike share system to a broad range of users.

  • Lead program communications, including oversight of social media planning and execution by UO Allen Hall PR team. 

  • Identify opportunities for partnerships and presence at events.

  • Foster relationships  and coordinate communications with program partners: City of Eugene, PeaceHealth, LTD, University of Oregon.

  • Track and analyze membership, retention, sales and other data to evaluate the efficacy of promotions and campaigns.

  • Assist with marketing budget development; manage marketing budget.

  • Coordinate closely with technical, customer service, and operations teams.

  • Other responsibilities as required.



  • A passion for bike share / shared mobility, community engagement and a desire to deepen your understanding of diversity, equity and inclusion.

  • Creative and entrepreneurial spirit; an ability to come up with new ideas and win/win solutions, and effectively execute.

  • Bachelor’s or Masters degree in marketing or related field, or minimum three to five years of experience in transportation, or related field.

  • Excellent communication and creative problem solving skills.

  • Demonstrated self-motivation, ability to work independently, and attention to detail without losing a “big picture” perspective.

  • Strong organization skills with the ability to multi-task and set realistic goals.

  • Excellent cross-cultural communications skills, both written and verbal.

  • Comfort with using/learning a variety of technologies and software tools.

  • Ability to lift 35 pounds.

  • An ability to take the work seriously, without taking yourself too seriously.


  • Experience in the health and wellness, active transportation and/or brand marketing industries.

  • Working knowledge of PeaceHealth Rides and the City of Eugene.

  • Existing relationships with PeaceHealth Rides stakeholders and partners.

  • Demonstrated ability to manage multiple conflicting projects and meeting deadlines while maintaining a healthy work-life balance.



Starting salary range is $40k-$45k, commensurate with experience. Excellent benefits include four weeks paid vacation annually; fully paid health, dental and vision insurance for employee and all dependents; and an employer retirement contribution after six months (no match required.) We can also offer free unlimited bike share access.
