Forth is a nonprofit 501(c)(6) trade association with a closely related 501(c)(3) charity, the Forth Mobility Fund. Forth works to advance electric transportation in the Pacific Northwest and beyond through innovation and industry development, demonstration and pilot projects, policy advocacy, and consumer engagement. 

Our continued growth and increasingly nationwide scope of work has created an opening for a Program Manager to support the implementation of Forth’s Affordable Mobility Platform (AMP) Project. This project focuses on increasing affordable access to electric vehicles, particularly in traditionally underserved communities through carsharing services. With a handful of carshare locations up and running in Oregon (mostly at income-based housing sites), we are now expanding the service to other cities in different regions of the US. 

We seek candidates who are enthusiastic about electric mobility and who share our commitment to diversity, equity, and inclusion. The successful candidate will be expected to be adaptable with sometimes competing priorities, work both independently and collaboratively with colleagues and partners, and play an active role in the organization’s development.


National AMP Program Management (50%). Lead the development and implementation in up to three regions as part of Forth’s Department of Energy-funded national AMP program. (Potential locations: Detroit, St. Louis, Charlotte, Albuquerque, and Las Vegas.) Responsibilities include: 

  • Maintain a regular schedule of meetings and communications with local stakeholders, including local government agencies, electric utilities, charging solution providers, housing authorities, nonprofits, research groups, and others;

  • Collaborate with affordable housing partners (carshare vehicle host sites) on research, outreach, and promotion to increase car utilization; 

  • Execute federally-approved subrecipient agreements with local partners; 

  • Oversee the installation of electric vehicle charging infrastructure and the successful carshare launch and operations at each site;

  • Provide updates of project status in each region to the greater AMP team and Senior Program Manager; 

  • Present reports and updates on the project at conferences or workshops

Carshare Member Services (15%). The Program Manager will support day-to-day carsharing operations shifts as needed for Pacific Northwest vehicles (dba locally as GoForth Electric CarShare) alongside other carshare team members. The Program Manager will:

  • Work closely with our carshare platform partner Miocar Networks to conduct Membership Services in collaboration with their staff. This includes availability to take customer support calls from 9a-5p PT, Monday - Friday shifts, to handle:

    • General and billing inquiries, member questions and concerns (email and phone);

    • Making, modifying, canceling reservations; and

    • Vehicle access issues and urgent service matters. 

  • Conduct new member orientations (one-on-one phone/video call appointments)

  • Oversee and interface with the carshare software (Good Travel Software) and other administrative backend, as needed; 

  • Assist with program viability as membership grows and locations increase.

Carshare Operations Development (15%). The Program Manager will be expected to learn current operations protocols and iterate as needed to improve program efficiency.  

  • Maintain and improve operational protocols, systems, and templates; 

  • Assist with management of software needs and changes;

  • Support advertising and outreach strategy and direct marketing efforts when possible, including supporting in-person events across Oregon and Washington sites. 

Pacific Northwest AMP Fleet and Host Site Management (15%). Coordinate operations at carsharing locations, establish rapport with site owners/property managers and manage any parking or vehicle issues at site locations. 

  • Guide day-to-day fleet coordination:

    • Coordinate vehicle maintenance schedule and servicing;

    • Ensure and monitor fleet cleanliness, safety, and appearance;

    • Maintain fleet protocol and adjust as necessary;

    • Establish and maintain contracts and payment schedule with service contractor; and

    • Occasionally move/deliver a vehicle to a location in Oregon or Washington. 

    • Identify and procure new program vehicles, as needed. 

  • Ensure proper Host Site signage and accessible charging stations. 

  • Monitor and execute weekly and monthly reports, which may include:

    • Invoices and assessment of member information;

    • Fleet utilization reports;

    • Expense and revenue reports;

  • Coordinate as necessary with members and Miocar Networks in responding to emergencies (dead battery/tow emergencies, hardware malfunction, etc.) and in accident scenarios, reporting and filing claims.

Administration and Other Tasks as Needed (5%)



  • 3 years minimum of experience in transportation, energy, non-profit, or related fields (Relevant degree coursework may count towards total years of experience.) 

  • A passion for Forth’s mission and the electrification of transportation

  • Demonstrated ability to manage multiple conflicting project priorities and meet deadlines while maintaining a healthy work-life balance

    • Excellent cross-cultural communications skills, both written and verbal

    • Skilled at preparing and delivering engaging presentations

  • Ease and familiarity with smart phone apps (particularity carsharing apps and services), computers, email, basic database management (i.e. Google Drive, Microsoft Office, Salesforce, DropBox)

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, insurance forms, and contracts.

  • Located in Oregon or Washington state, within 60 miles of downtown Portland, OR

  • Willingness and ability to travel, occasionally overnight, likely 5-10 trips across Oregon and Washington per year.

  • Valid Driver's License and a good driving record


  • Bachelor’s Degree in related field

  • Multilingual, especially Spanish 

  • Experience in carsharing or other shared-mobility.  

  • Experience firsthand with electric vehicles and the EV industry 

  • Experience with fleet or vehicle management 

  • Experience with project management services such as Asana,, or others

  • Experience with CRM services such as Salesforce

  • Experience working for a nonprofit organization with a mission-driven staff and board

  • Experience working for any of these key stakeholders: electric vehicle charging providers, carsharing com companies, electric utilities, local governments, consulting firms, or major transportation companies


Starting salary range is $61,000 - $71,000 commensurate with experience. Excellent benefits include four weeks paid vacation annually, fully paid health, dental and vision insurance for the employee and all dependents, and an employer retirement contribution after six months (no match required.)
