Forth’s continued growth has created a new opportunity on our Programs team for an individual with a passion for working on innovative projects which advance electric mobility and electric vehicle charging infrastructure. The successful candidate will be expected to wear many hats, work collaboratively and independently, and play an active role in the organization’s development.

The Program Associate position will support the implementation of a Department of Energy funded program which aims to bring charging infrastructure to workplaces as well as work with the Oregon Department of Transportation on a program to promote its charging infrastructure rebate program. The position may also support other charging infrastructure programs as needed such as Forth’s work in multi-unit dwelling charging infrastructure and other charging infrastructure programs in the future.



Program Development (~85%). Working closely with the Program Managers, Senior Program Manager and Access-to-Charging programs team, the Program Associate supports the development of charging infrastructure programs that advance electric mobility in an equitable manner.

●      Assist in the development of projects that advance electric mobility, particularly around electric vehicle charging infrastructure

●      Support the production of project deliverables

●      Coordinate with project partners and relevant stakeholders to ensure timely and effective communication

●      Support the development and production of awareness and engagement campaigns related to project work

●      Collect and interpret data from programs; report on learnings

●      Travel to and present at conferences and meetings as requested

●      Support convening of industry stakeholders and manage working groups to build collaborative support for electric mobility

●      Work closely with under-resourced communities to seek and identify ways to advance new mobility options for priority populations

Business Development (~15%). The Program Associate works with our dedicated business development team to develop new project ideas and cultivate new sources of funding from governments, foundations, companies, and other partners.

●      Support proposal development and support staff in preparing RFP responses in collaboration with Forth’s business development team

●      Maintain knowledge of current industry trends and best practices to identify emerging opportunities, threats, and needs

●      Communicate any updates or feedback from clients or partners to the Senior Program Manager as needed




●      A passion for Forth’s mission and values

●      Demonstrated commitment to racial equity, diversity, and inclusion and understanding of key concepts

●      Minimum of 1 year of experience in transportation, energy, or related field

●      Strong organizational skills

●      Demonstrated excellent interpersonal and cross-cultural communications skills, both written and verbal

●      Willingness and ability to travel nationally, occasionally overnight for one or two conferences a year, as well for as project work as needed

●      Position is located in Portland and will require the Program Associate to either be based in Portland, or be willing relocate to Portland, OR

●      Valid driver’s license and good driving record


●      Bachelor’s degree in a relevant field

●      Knowledge of electric vehicles and charging, city planning, or transportation at large

●      Existing relationships with relevant stakeholders (electric utilities, transportation agencies, charging companies, car companies, etc.)

●      Demonstrated ability to manage multiple conflicting projects and meet deadlines while maintaining work-life balance

●      Demonstrated experience collaborating with matrixed organizations; ability to use systems thinking and interpret complex stakeholder needs

●      Experience working for a non-profit organization with a mission-driven staff and board



Starting salary range is $44,000 to $51,500, commensurate with experience. Excellent benefits include four weeks paid vacation annually, fully paid health, dental and vision insurance for the employee and all dependents and an employer retirement contribution after six months (no match required). We also provide access to electric vehicles for business use, a professional development budget, an Employee Assistance Program, and a flexible working schedule. A relocation stipend is available for those who will be moving to Portland after receiving an offer of employment.
